We install gravel driveways in Burgaw and across Pender County, and we have been based in Burgaw since 2013. We strip the topsoil, shape and pack the subgrade, and lay geotextile fabric. Then the ABC stone base goes down in packed layers. Our excavators and tracked skid steer do the shaping, and our dump truck brings the stone in. The same build covers driveway extensions, parking pads, farm lanes, access roads and gravel building pads.
Most ground around Burgaw is coastal plain sand with a water table close to the surface. Flatwoods soils like Leon fine sand and Murville muck are mapped in Pender County. Their seasonal high water table sits within about a foot of the surface. Stone dumped on wet sand works its way down, and the drive ruts within a year. When the driveway path still has trees on it, our land clearing work comes first, on the same job.
Published cost data from LawnStarter puts a gravel driveway at about $1 to $3 per square foot installed. That guide, updated December 2025, puts most jobs between $600 and $1,800. We strip the grass and topsoil off the driving path first. Stone laid on roots and organic soil sinks into it. Then we cut the subgrade to grade, shape the crown into it, and pack it with the tracked skid steer. Geotextile fabric goes down next. It keeps the wet sand and the stone from mixing, so the base stays base. The FHWA gravel roads guide calls for at least six inches of stone in the first layer over fabric. Nothing drives on the bare fabric before that layer is down.
The base is ABC stone, the crushed rock and fines mix that NCDOT specifies for road base. The fines lock the larger pieces together once the layer is packed. NCDOT allows up to ten inches of base in one packed layer. Deeper base goes down in two or more layers, each packed to its tested density before the next. We build the same way, with more base where the ground is soft. The surface gets a crown of about half an inch per foot, the slope the FHWA guide recommends.
If the driveway connects to a state maintained road, North Carolina General Statute 136-93 applies. It requires a written NCDOT permit before any opening is made or pipe is placed in a state road. Pender County's development ordinance says the same thing. An NCDOT driveway permit is required for any driveway serving a new use or change of use on those roads. Many rural roads in Pender County are state maintained. The permit comes from the local NCDOT District Engineer's office, and NCDOT charges no fee to apply. NCDOT says simple requests usually take four weeks or less after filing.
On your own land, Pender County's driveway rules center on the road connection, so check with Pender County Planning about your parcel before work starts. The county does require a zoning permit for a home, shed or other structure. The sketch plan for that permit has to show the driveway location. Land disturbance of an acre or more needs an erosion and sediment control plan approved by NCDEQ before work starts. Where the drive crosses the roadside ditch, the pipe goes in first as part of our driveway culvert installation. Confirm the rest with Pender County Planning before work starts.
An older gravel driveway fails from the top down. Tires throw stone to the edges and the crown flattens, so water sits in the wheel paths. Gravel driveway repair pulls that stone back to the center, rebuilds the crown and fills the potholes with fresh ABC. Where the base has thinned or fabric was never laid, we cut the soft spot out and rebuild it. Hurricane Florence pushed the Northeast Cape Fear River at Burgaw to 25.58 feet, over three feet past the Floyd record. Driveway extensions and parking pads get the same build as a new drive, tied into the old stone. Gravel farm lanes and access roads run longer and carry heavier loads. Gravel building pads for a barn or a shop are graded to drain, then based and packed the same way.
