Land clearing in Wallace, NC starts with pine, thick brush and ground that holds water. Wallace is the largest town in Duplin County. The Census Bureau estimated 3,531 people there in 2024. Around it sit 254,164 acres of farmland, per the 2022 Census of Agriculture. Coastal Brush Mowing is based in Burgaw, over in Pender County. From Burgaw the drive up US 117 is about 15 miles, close to 25 minutes. Wallace falls on the same run as our dirt work down US 117 in Rocky Point. We cover downtown Wallace, River Landing, Teachey, Rose Hill and Magnolia. Willard and Watha sit on the way up, and Kenansville, the county seat, is north of town. Most calls start with a lot that has grown up. Pine, sweetgum and greenbrier take a field back in a few seasons. We drop the trees and pull the stumps out with the excavator. Then we shape the pad and driveway path. River Landing sits east of town, a gated community on the Northeast Cape Fear River. It holds two 18-hole championship golf courses. Lots there and along US 117 need trees out first. Footings and utility trenches are excavation for a Wallace building lot.
Duplin County is farm country. The 2022 Census of Agriculture counted 949 farms and 1,884,573 hogs here. Field edges, ditch banks, farm lanes and fence lines grow in fast. A pasture that has sat a season or two takes bush hogging an overgrown field. Heavier growth with saplings gets forestry mulching instead. The same count puts 44,042 acres of woodland inside Duplin County farms. An old house, barn or mobile home comes down as demolition. The debris leaves in our dump truck.
The county land use plan says the major limiting factor is poor drainage. High ground around Wallace maps as Goldsboro and Norfolk loamy sand. The plan rates both not limited for dwellings and local roads. USDA puts the Goldsboro water table 18 to 30 inches down from December to April. Norfolk runs drier, 40 to 72 inches down. The low flats map as Rains, Pantego and Leon. The plan rates all three very limited for depth to saturated zone. Those spots stay soft after a rain.
We clear first, then cut the high spots and fill the low ones. That is grading and dirt work, and it decides where water ends up. Fill dirt or stone comes in on our dump truck and gets spread with the machines. The Northeast Cape Fear River runs down the east side of Duplin County. Its gauge near Chinquapin crested at 25.77 feet in Hurricane Florence. That beat the 23.51 feet from 1999, and major flood stage there is 18 feet. Near the river we set the pad higher.
Start with the state rule. NCDEQ requires an erosion and sedimentation control plan on any site involving over one acre in disturbance. The plan goes in at least 30 days before land disturbance begins. It has to be approved before any land-disturbing activity starts. That plan review fee has been $119 per acre since July 2025. Duplin County is not on the state CAMA list, so no coastal area permit applies. Pender County is, so a Burgaw job can read differently.
Inside the town limits, the Town of Wallace planning department keeps the zoning map and zoning ordinance. Duplin County has no countywide zoning, so land outside a town is unzoned. The county flood ordinance still applies. A floodplain development permit is required before development activity inside a Special Flood Hazard Area. That ordinance counts fill, bulkheads, piers, pools, docks, landings and ramps as development activity. Duplin towns also zone an extraterritorial area outside the town line.
