Inside the Jacksonville city limits, the city reviews and approves that plan before any dirt moves. Outside the city, the state handles it through the DEQ land quality office in Wilmington.
Onslow County is one of the twenty CAMA coastal counties in North Carolina. If your tract touches an Area of Environmental Concern, a CAMA permit comes into play. Wet ground matters too, since wetlands make up roughly a quarter of the New River basin's land cover. Soils like the Leon series drain poorly and stay soft, so we time that work around the weather.
