Island Lots and Cottage Teardowns

Island lots in Surf City are small, and the town limits how much ground you can disturb. The Coastal Forest Overlay District covers every property on Topsail Island and any lot beside coastal water or marsh. Under that rule, work stays inside the front, rear and side setbacks, plus the driveway access. Trees three inches across or larger stay put, unless they are dead or diseased. Fill tops out near two feet above the street crown, so we plan the pad around that number.

Old Settlers Beach has houses dating back to the 1950s, mixed in with new multi story builds. When an old cottage comes down for a new elevated house, the town wants a demolition permit and a posted bond. We take the structure apart, haul it off and leave a clean pad for the builder. Buried footings come out with the slab, and leftover roots get a stump grinding pass. Sand digs fast, but it will not hold a steep bank, so slopes get graded wide and low.

The Mainland Side off NC 210

West of the bridge, Surf City runs inland along NC 210 toward US 17. That ground is pine flatwoods and old farm field, with a water table that sits high in low spots. Magnolia Reserve and Saltwater Landing sit on that stretch, and more building is coming behind them. The town requires a lot clearing and grading zoning permit before the first tree comes down. Once it is issued, we clear the building envelope and shape the pad with grading and dirt work.

Hurricane Florence pushed storm surge over the dunes at Surf City in September 2018. Sand piled four and five feet deep in the streets, and some of it ended up inside houses. Storms since then have been smaller, but downed pine and grown over lot lines follow every big blow. We cut and haul the debris, then run bush hogging across the rough ground. Brush comes back fast here, so vacant lots need a pass once or twice a year.

Do I need a permit to clear a lot in Surf City?
Yes. Surf City issues a lot clearing and grading zoning permit, and land disturbing work cannot start without one. If the lot sits in a designated coastal Area of Environmental Concern, a CAMA permit may apply too. The Coastal Forest Overlay District covers Topsail Island and lots beside coastal water or marsh.
