New Hanover County Engineering handles sediment and erosion control plans for the unincorporated county and for the City of Wilmington. Disturb an acre or more and the site needs an approved plan and a land disturbing permit first. Under an acre no permit is required, though erosion control measures still apply under city stormwater rules. Sediment that leaves the property can bring a notice of violation and a fine either way.
Trees add a second layer inside city limits. Wilmington protects certain trees by species and trunk size, and taking one without a permit brings a fine plus replanting. New Hanover is a CAMA coastal county, so work near marsh or estuarine shoreline can need a state permit too. We ask the owner or builder which permits are in hand before the machines come off the trailer.
Wilmington ground is coastal plain sand sitting over what used to be pine flatwoods. On the ridges it digs easy and drains fast, so the machine work moves right along. Low spots run different, with poorly drained soils like Leon and a water table close to the surface. Take the canopy off and a wet corner shows itself fast, which changes where a slab can sit.
Most Wilmington calls come from builders, lot buyers and owners of older deep parcels in the city. Someone off Carolina Beach Road wants the back acre opened up for a shop building.
